Drug Trafficking From Afghanistan

VIENNA, 16 February (UNIS) – United Nations Secretary-General Ban Ki-moon today lent support for comprehensive and concerted international action to stem the flow of opium and heroin coming from Afghanistan. At a high-level conference taking place today in the Austrian capital of Vienna, Government Ministers stressed the need to reduce drug trafficking, opium poppy cultivation and production, as well as drug consumption, while aiming to establish a broad international coalition to combat opiate trafficking. Among them were Mr. Alain Juppé, Foreign Minister of France, and Mr. Sergey Lavrov, Foreign Minister of the Russian Federation.

“Drug trafficking and transnational organized crime undermine the health of fragile states, weaken the rule of law, and hinder our attempts to meet the Millennium Development Goals”, Mr. Ban told the partners of the Paris Pact, a framework of cooperation to control opiate trafficking from Afghanistan. Fighting the drugs trade is essential to our work to reduce poverty and raise standards of human well-being, “he added.

With the withdrawal of ISAF forces from Afghanistan in 2014, the international community will increasingly look to the United Nations to take on additional responsibilities in supporting Afghanistan, said Mr. Yury Fedotov, Executive Director of the United Nations Office on Drugs and Crime (UNODC). Mr. Fedotov, whose Office supports the 55-country-strong Paris Pact initiative, stressed that with security questions grabbing most of the attention, it was important to renew focus on the non-military aspects of transition – development, governance and strengthening civilian authority throughout Afghanistan.

“In all our activities, we are working closely with the Afghan government to ensure that we reverse the worrying trends in the increasing production and cultivation of opiates. I encourage the Afghan leadership to make this a national priority and to develop shared responsibility across all branches of government,” said Mr. Fedotov.

Afghanistan produces some 90 per cent of the world’s illicit opium. The UNODC Afghan Opium Survey 2011 pointed to a sharp increase in opium production, higher prices for the crop and a flourishing drugs trade – once again highlighting the direct correlation between insecurity, lack of agricultural aid and opium cultivation.

Drug money can potentially derail long-term stability. In recognition of the pivotal role of counter-narcotics efforts in building security, democracy and prosperity in Afghanistan, the Ministerial Conference identified four main areas for enhanced cooperation: regional initiatives; tackling financial flows linked to drug trafficking; preventing the diversion of precursor chemicals, which are used to manufacture drugs; and reducing drug abuse and dependence. Efforts under the Paris Pact initiative are aimed at strengthening international and regional cooperation in support of Afghanistan’s efforts to address drug trafficking.

In December 2011, UNODC launched a Regional Programme for Afghanistan and neighbouring countries, which can be a major tool in creating a broad international coalition to combat opiate trafficking, opium poppy cultivation and production, said Mr. Fedotov. He stressed the need for a comprehensive set of responses: breaking the link between poverty and drug cultivation, curbing drug demand and directing law enforcement efforts against the traffickers – not the farmers or the addicts. Intelligence-sharing with countries affected by the drug trade was also essential, along with good governance and anti-corruption measures. Only prospects for a better future would bring lasting security to Afghanistan, he stated, and his Office would do its utmost to support that aim through its extensive Regional Programme.

Affirming their “common and shared responsibility”, Paris Pact partners adopted the Vienna Declaration, a statement of international commitment to act in a “balanced and comprehensive manner” against the menace of illicit Afghan opiates. “We recognize that the narcotics problem is a global challenge which also requires a global response, including addressing the demand and supply sides,” the Declaration said.

في عدة مقالات في الغار، تتناول القواعد العسكرية الأمريكية، او خططها لقارة آسيا، تردد اسم البلوش وبلوشستان الواقعة (والمقسمة) بين ايران وباكستان وأفغانستان، ولكن أكثر ما كتبت عنهم وحاولت البحث عن معلومات تتعلق بهم، كان في هذا الموضوع (من انتصر في قضية اغلاق قاعدة شمسي). اليوم بعث لي الأخأحمد بن يعقوب الهوتي المازمي نبذة عن كتاب حققه وعلق عليه، وأكاد أقول من فهرس محتوياته أنه شامل لكل ما يتعلق بالبلوش تقريبا. وفيه اجزاء من الكتاب تتناول جغرافية وتاريخ البلوش في العراق. وهو يسد فراغا في المكتبة العربية. وفيما يلي نبذة عن الكتاب.

وكما تردد كثيراً،أن التاريخ يكتب بيدالمنتصرومن يمسك بزمام الحُكم،كذلك تم تجاهل التاريخ والإنسان البَلوُشي في الساحةالدولية. فلقد كتب كثيراًعن بلاد فارس (حالياً إيران) وشبه القارة الهندية (حالياً الهند وباكستان وبنغلاديش)،وأفغانستان، ولكن لم تلق بَلوُشستان (بالمفهوم الجامع لبَلوُشستان الكبرى) الاهتمام الذي تستحقه من أقلام الباحثين والكتاب. ولذلك فإنه لا غناً لجميع المهتمين بالدراسات البلوشية و الخليجية عن هذا الكتاب الذي يسد فراغاً مهماً في المكتبة البلوشية و العربية.

Mughal Miniature Painting - An Alternative Source of HistoryArticle of the Month - July 2004


An important painting surviving almost intact from 1618 and now in the Smithsonian shows two regal personages in embrace standing atop a sheep and a lion respectively, who in turn rest blissfully on a globe. Inscriptions reveal the former to be Shah Abbas, the emperor of Persia during the period in question. The regent poised on the wild beast tamed is Jahangir, the fourth great emperor in the Mughal lineage and also the patron who commissioned this artwork.

Now, this is a strange painting because it is well known in history that these two personalities never met in actuality. Thus, this magnificent piece of Mughal art is fanciful to say the least. Can such a whimsical, ahistorical visualization act as a source of historical information? Consider the following salient features characterizing it:

1). The globe in the picture is much accurately rendered signifying that modern scientific ideas had already reached the imperial Mughal court.

2). Both kings are depicted in the traditional costumes of their respective nations. Indeed, in 1613 Jahangir had sent an embassy to Shah Abbas that had a renowned portraitist named Bishndas accompanying it. Inscriptions say that this figure of the Shah was based upon portraits made by Bishndas. Thus, the two personalities have been authentically perceived in this apparently fictional composition.

3). Jahangir has been rendered larger in stature and is shown embracing the Persian emperor in an almost condescending manner. In truth, Shah Abbas was a powerful opponent and a contestant for the city of Qandahar which guarded the Mughals' northwestern frontier and was of much strategic importance. In fact, the Persians took Qandahar in 1622, when Jahangir was too preoccupied with the rebellion of his own son Shahjahan to stop them. Unlike his illustrious father Akbar who had to fight each and every inch of his way to consolidate and expand the Mughal Empire, Jahangir inherited a comfortable and secure existence which was both shaped and influenced by his passive and comfort-loving nature and an excessive fondness for both opium and wine. Hence, unable and unwilling to take on his rival militarily, the great Mughal emperor Jahangir instead had a fantasy where the submissive king of Persia paid homage to the formers' own towering presence. Very aptly, the artwork is entitled 'Jahangir's Dream.' What greater insight can there be to the inner workings of an emperor's mind?

4). While the Persian king stands on a meek looking sheep, Jahangir has been perceived as a mighty presence, standing over a much larger lion. Significantly, the lion has nudged the sheep almost into the Mediterranean, another instance of Jahangir's wishful thinking, or was it some latent Mughal ambition flowing in his veins?

5). Nevertheless, lest the Shah take offence at the unfair treatment meted out to him (even in a dream), Jahangir has very magnanimously allowed the former to share the refulgent halo in the background, this being another pointer to his pacifist nature. This composite halo is formed of both the sun and the moon and is upheld by angels (an assertion of European influence).

Evidently this painting, borne out of the rich tradition of Mughal art, has much to say over and above what lies at its surface.

US Secretary of Defense Leon Panetta has been outspoken about a possible Israeli offensive against Iran taking place as of April and one American TV channel theorized simplistically Friday, Feb. 3, about Israel’s tactics. At the same time, no US source is leveling on the far more extensive American, Saudi, British, French and Gulf states’ preparations going forward for an offensive against the Islamic Republic.

Tehran too is gearing up for conflict: The Iranian Guards Ground Forces chief Brig. Gen. Mohammad Pakpour Saturday, Feb. 4 announced the start of a three-week exercise in southern Iran and the Strait of Hormuz under conditions of war. debkafile: The “exercise” is in fact an Iranian military buildup ahead of a possible American or Israel attack.

debkafile’s military sources report a steady flow of many thousands of US troops for some weeks to two strategic islands within reach of Iran, Oman’s Masirah just south of the Strait of Hormuz and Socotra, between Yemen and the Horn of Africa. (DEBKA-Net-Weekly 526 of Jan. 27 was the first world publication to reveal the massive concentration of American might on the two islands.)
This concentration was held by the White House as sufficiently urgent to relent on its refusal to admit the ousted Yemeni leader Ali Abdullah Salah to America for medical treatment. He won permission in exchange for his consent to the Socotra military buildup.

There are now two potential triggers for a Middle East confrontation with Iran. They are closely interrelated: The urgent need for action this year to preempt Iran’s nuclear bomb program before it is too late and the Syrian army’s appalling and escalating butchery of civilians.
Even as world powers haggled over a bogged-down UN Security Council motion for ending the loss of life, a continuous Syrian bombardment beginning early Saturday, Feb. 4, is estimated to have left a record 350 dead and up to 1,300 wounded in the Homs district of Khaldiyeh. The casualty figures continued to climb Saturday as Russian Foreign Minister Sergey Lavrov threatened a “scandal” if the Western-Arab text were put to the vote.
Bashar Assad was clearly determined to wipe out every family and home in the defiant Homs suburb in case the world body agreed on a ceasefire resolution.

Our military sources report that the Saudis this week wound up their own intensive preparations for war. Large forces are now deployed around Saudi oil fields, pipelines and export facilities in the eastern provinces opposite the Persian Gulf, backed by anti-missile Patriot PAC-3 batteries. American, British and French fighter-bombers have been landing at Saudi air bases to safeguard the capital, Riyadh.

Israel has accelerated, expanded and focused its military drill regimen for the coming conflict. Tuesday, Jan. 31, a division-scale exercise practiced the drafting of reservists under projected heavy missile bombardment of military bases, induction centers, national highways and towns from at least three directions: Syria, Lebanon and the Gaza Strip, as well as Iran.
Thursday, Feb. 2, Military Intelligence Chief Maj. Gen. Avivi Kochavi disclosed that 200,000 missiles and rockets, including thousands of long-range projectiles, were currently pointed at Israel, the only country in the world facing a threat on this scale.
Two weeks earlier, the IDF Paratrooper Brigade staged its biggest exercise in over 15 years: More than 1,000 paratroopers jumped from the sky over southern Israel together with their departmental and squadron commanders. Israel sought to demonstrate that it commands enough fighting manpower to operate deep inside enemy territory, as well as the planes for delivering the combatants.

In his sermon to followers Friday, Feb.3, Supreme Leader Ayatollah Ali Khamenei made it clear that Iran’s allies would be involved in any confrontation and Israel was a prime target: Iran, he said, is ready to help anyone who confronts “cancerous” Israel. He also warned Washington, “The war itself will be ten times as detrimental to the US.”
Khamenei credited Iran’s help for achieving Hizballah’s “victorious” attack on Israel in 2006 and for Hamas’ “success” in beating back Israel’s anti-missile operation in Gaza that year.

The Supreme Leader was clearly egging on Iran’s allies, Syria, Hizballah and the Palestinian Hamas and Jihad Islami, to go for Israel again.

Khamenei confirmed authoritatively Friday what other Iranian officials have consistently maintained, that Tehran will not give up its nuclear plans no matter how much pressure is brought to bear. Iran had its chance to cool some of the pressure by opening up to a team of International Atomic Energy Agency inspectors who visited Tehran last week – but chose not to do so.

In their three-day stay, the inspectors were denied access to any Iranian nuclear facility, notably the Parchin plant 30 kilometers southwest of Tehran, which is developing nuclear bombs and warheads – or even interview the scientists employed there.

While Israel’s military preparations for hostilities with Iran are now widely reported, two gaps remain to be filled, says debkafile:
1. As the ayatollahs witness the vast US, Saudi, Israel, British, French and Arab Gulf war preparations around their borders, will they opt to watch and wait for the sword to fall, or will they try and get in first with a hammer blow against Israel, a course Khamenei hinted at broadly in his latest speech.
2. Are Washington and Jerusalem in alignment – or at least in tacit accord – on who goes first against Iran’s nuclear installations? The reports and statements coming from US sources make it sound as though only anIsraeli attack is in the offing. Informed circles in Tehran, Damascus, Riyadh and Jerusalem are not so sure.
